CNCCC International Tendering Co., Ltd. (hereinafter referred to as“theTendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd.(hereinafter?referred to as “Tenderee” ), intends to purchase the Goods and the?relevant?services required under LH16-2 EPC PROJECT by International?Competitive?Bidding. 投標(biāo)貨物的制造商應(yīng)通過(guò)ISO9001認(rèn)證，投標(biāo)人應(yīng)在投標(biāo)文件中提供制造商的有效的質(zhì)量管理體系認(rèn)證證書(shū).
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the?Bidder?shall?provide?manufacuturer's?valid?Certificate of Quality Management System Certification?in?the?Bid?Documents.
（2）業(yè)績(jī)要求：
投標(biāo)人至少提供制造商的2套，每套為兩級(jí)壓縮且二級(jí)排壓大于等于2.4MpaG的海上應(yīng)用（海上項(xiàng)目是指海洋石油生產(chǎn)裝置，包括固定式或浮式）螺桿機(jī)銷售業(yè)績(jī)。
Requirement?for?Bidder's reference:
The bidder shall provide at least two?sets, two stages and the second stage?discharge pressure shall be at least 2.4MpaG, of offshore service(offshore oil?production facility, including fixed or floating) in screw compressor sales?performance.
投標(biāo)人需按規(guī)定提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件）。
The?bidder?must submit performance table according to regulations, and?submit performance?certification documents. Performance?certification documents?include but not limited to: copies of sales contracts(including relevant?technical attachments).
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、數(shù)量、制造商名稱、項(xiàng)目名稱、使用環(huán)境（海洋石油生產(chǎn)裝置，包括固定式或浮式）、技術(shù)要求（兩級(jí)壓縮、二級(jí)排壓大于等于2.4MpaG）。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證貨物名稱、數(shù)量、制造商名稱、項(xiàng)目名稱、使用環(huán)境（海洋石油生產(chǎn)裝置，包括固定式或浮式）、技術(shù)要求（兩級(jí)壓縮、二級(jí)排壓大于等于2.4MpaG），均視為無(wú)效業(yè)績(jī)。
The?performance?certificate submitted by the bidder must reflect at least the?following?contents: name of the goods, quantity, manufacturer, project, usage environment(offshore oil production facility, including fixed or floating), technical?requirements (two-stage compression and the second-stage discharge pressure is?greater than or equal to 2.4MpaG). The failure to submit the performance?certificate or the failure?to verify the name of the goods, quantity, manufacturer,project, use environment (offshore oil production facility, including fixed orfloating), technical requirements (two-stage compression and the second-stage?discharge pressure is greater than or equal to 2.4MpaG)provided by the?performance certificate shall be deemed as invalid performance.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2018年12月18日開(kāi)始至2018年12月25日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following?method:Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn)on the page of Invitation for bid for purchasing?Bidding Document from Dec.18th, 2018 to Dec. 25th,2018.For the first time of login, a registration (free of charge) is needed?and only?after successful registration, Bidder can purchase Bidding documents?online. The?whole purchasing process must be operated online and offline payment?will not be?accepted. ?After successful payment of RMB 2000.00 or USD 350.00 for?each copy of?Bidding Documents which is non-refundable, Bidder may download the?Bidding?Documents. Bidder fails to purchase Bidding Documents online is not?eligible to?bid.
